Advocacy on MHSW Program Wind Up

AMS is continuing its efforts to ensure surplus funds accumulated by Stewardship Ontario’s Municipal Hazardous or Special Waste (MHSW) Program are fairly allocated amongst stewards. Through a series of letters and meetings with Stewardship Ontario we have advocated for the return of surplus funds to stewards via a fee elimination period.

Stewards of materials managed by AMS have contributed more than $22 million to the MHSW surplus. A July letter from the Minister of the Environment, Conservation and Parks (MECP) had directed that the wind up plan include options for returning to consumers the surplus funds related to materials managed through Industry Stewardship Plans, including AMS. In contrast, material categories managed by Stewardship Ontario would have fee elimination during the wind up period.

AMS and a number of our members have provided letters supporting fee elimination for ISPs to the MECP and to Stewardship Ontario, which must submit its wind up plan to the Resource Productivity and Recovery Authority (the Authority) by the end of September.

The Authority will be consulting with stakeholders as part of its approval process for the wind up plan that is scheduled to be completed in December. AMS is preparing to participate in the consultation and, in addition to keeping members informed, will advise of opportunities to provide comments directly to the Authority.

Background and further information on the wind up is available here. Any questions can be directed to stewards@autostewardship.ca.
