2027 Material Fee Rates and Initial Fill (OEM) Update

On September 23, the AMS Board of Directors approved the 2027 material fee rates and we are pleased to share them below.

While many of the fee rates will remain unchanged from the previous year, fees for Oil Containers (HDPE, Metal) will be reduced. This decision reflects our ongoing commitment to provide producers with stable, predictable and transparent program costs.

The 2027 material fee rates listed in the table below will apply to Q1 2027 sales quantity reports filed by April 30, 2027.

Material Category Unit of Measure 2027 Sales Fee Rates ($/UoM)
Antifreeze Factory-Fill Volume in Litres 0.11
Antifreeze Pre-Mix Volume in Litres 0.11
Antifreeze Concentrate Volume in Litres 0.18
Antifreeze Containers Volume in Litres 0.12
Oil Containers (HDPE and Metal) Volume in Litres 0.19
Oil Containers (Non-HDPE and Non-Metal) Volume in Litres 0.37
Oil Containers (Aerosol) Number of Units Supplied 0.35
Oil Filters less than or equal to 8” Number of Units Supplied 0.60
Oil Filters greater than 8” Number of Units Supplied 1.35

Please note that information regarding historic AMS fee rates is available on the AMS website.

As part of our commitment to keeping producers informed, we are also pleased to share an update to the Original Equipment Manufacturer (OEM) Initial Fill reporting categories and the associated methodology used to report lubricants, antifreeze, filters and related materials supplied through the manufacture of new vehicles and equipment.

Following an independent review conducted by DesRosiers Automotive Consultants, the OEM Initial Fill methodology has been updated to better reflect current vehicle and equipment specifications, technological developments, fluid capacities and market conditions. The updated methodology uses current sales-weighted automotive data and representative equipment specifications to provide more accurate estimates of OEM Initial Fill quantities where actual data is not available. Dedicated BEV categories have also been introduced to reflect the different lubricant, coolant and filter profiles of battery electric vehicles.

The updated methodology, including category tables and calculator, will apply to products supplied on or after January 1, 2027. Products supplied before January 1, 2027, should continue to be reported using the current methodology.

When reporting OEM Initial Fill quantities, AMS producers may continue to use either of the following approved reporting approaches:

Option 1: Report Actual Quantities

  • Producers may report actual quantities of lubricants, coolant, filters, and other applicable products installed in new vehicles or equipment where reliable internal data is available

Option 2: Use the Approved Initial Fill Calculator

  • Where actual installation data is not readily available, producers may use the updated OEM Initial Fill calculator and category tables as an approved estimation methodology. The calculator applies standardized average quantities developed through the DesRosiers review to simplify and standardize reporting. The OEM Initial Fill calculator and category table available here.

Please note that producers currently reporting reliable actual quantities are not required to switch to the calculator methodology. It does not apply to producers that do not supply vehicles with an initial fill.
